No. 79-13 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 4:15 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Environmental Management, to which was referred Resolution No. 79-13, <br /> reports as follows: <br /> Resolution No. 79-13, transmitted by Acting Environmental Management Director Dora Beck, <br /> via Communication No. 175 dated February 25, 2013, authorizes the extension of the public <br /> sewer from the Manawale`a/Ane Keohokalole Highway intersection through the proposed <br /> Manawale`a and Ka`eka streets within Tax Map Keys 7-4-021:026 and 7-4-021-:044 for <br /> Phase 1A of the Kamakana Villages situated in Kealakehe and Keahuolu, North Kona, Hawai`i, <br /> for Forest City Hawai`i Kona, LLC. <br /> The new sewer line will connect to the existing sewer system at the Manawale`a Street/Ane <br /> Keohokalole Highway intersection. This sewer extension will permit the wastewater generated <br /> from the affordable housing project to be treated at the County's Kealakehe Wastewater <br /> Treatment Plant. <br /> There was no representative from Forest City to answer questions. <br /> Council Member Dru Kanuha asked for clarification on the language of the last WHEREAS <br /> clause "requires that the Council approve all sewer extensions." He asked if the language meant <br /> that the Council has to approve all sewer extensions without question or if it requires Council <br /> approval after review and discussion. <br /> Deputy Corporation Counsel Ivan Torigoe came forward to address Mr. Kanuha's question. He <br /> stated that he will review the language on the County Code. <br /> Mr. Onishi stated that he will support adoption of the measure, and asked that a representative <br /> from Forest City be present when this item comes before the Council. <br /> EMC Report No. 1 <br />
