22. Flora/Fauna Resources: A botanical study of the subject parcel and surrounding area was <br />completed in October 2003 by and agent for the applicant. The report indicates that the <br />property consists of thick stands of kiawe and opiuma forest with minor koa haole <br />interspersed. There is a dense cover of Guinea grass that grows between the larger trees, and <br />the report notes that there are a few native plants, most of which occur on the rocky outcrops. <br />The native plants include uhaloa, ilihee, ilima, koali awa, and ala ala wai nui, however, <br />none of the plants recorded on the property are considered threatened or endangered species <br />of concern. Regarding faunal resources, no professional survey was completed. The <br />applicant believes that the common non-native bird species (i.e., myna, dove, etc.) and <br />common non-native mammals (i.e., cats, dogs, mongoose) are the only species that would be <br />present on the subject parcel. <br />PUBLIC UTILITIES AND SERVICES <br />23. Traffic/Access: On July 20, 2004 the applicant submitted a Traffic Impact Analysis <br />Report (TIAR) for the proposed rezone of the subject parcel in support of Ordinance No. <br />05-113. The TIAR made the following findings in 2004: <br />1) The project is expected to generate 118 AM peak hour trips and 145 PM peak <br />hour trips to the roadway network. <br />2) A traffic signal is needed at the Pualani Estates Subdivision Road with or without <br />this project, and <br />3) The signalized intersection of Pualani Subdivision Road and Queen Kaahumanu <br />Highway is expected to operate at a satisfactory LOS in 2008 with the additional <br />traffic created by the apartment complex. <br />During the original rezone proposal it was determined that the property is also subject to <br />the conditions listed in the "Declaration Re Road Construction" recorded with the State <br />of Hawaii Bureau of Conveyances on June 18, 2004 (Doc No. 2004-123556) in <br />connection with the final subdivision approval of Subdivision No. SUB 7814. The <br />declaration states that the declarant is subject to and burdened by an equitable servitude <br />requiring that the roadway improvements on and over Easement "1" (a 60 -foot wide <br />easement for roadway and utility purposes) be completed as required by the Subdivision <br />Code of the County of Hawaii prior to the time any certificates of occupancy (for non - <br />W <br />
