REQUEST: <br /> Please submit the attached bill to amend Ordinance No. 20-45, as amended,the Operating Budget for the County of Hawaii for the <br /> Fiscal Year ending June 30,2021 to add Community Development Block Grant(CDBG)revenue and appropriate the same for the <br /> General Fund, as follows: <br /> 010.3301.19 Federal Block Grant $2,699,374.00 <br /> 010.3607.08 Block Grant—Program Income $ 100,000.00 <br /> 010.931.5936.13.115 Ulu Wini Low Income Housing Wastewater Treatment Plant—Repairs $ 1,420,889.00 <br /> 010.931.5936.14.115 Ulu Wini Low Income Housing Certified Kitchen—Conversion $ 495,500.00 <br /> 010.931.5936.15.115 Hale Ohana Domestic Abuse Shelter—Interior and Exterior Renovations $ 225,760.00 <br /> 010.931.5936.16.115 West Hawaii Domestic Abuse Shelter—Interior and Exterior Renovations $ 157,225.00 <br /> 010.931.5936.17.115 Administration, Planning&Fair Housing $ 500,000.00 <br /> Please also submit a Resolution adopting the 2021 County of Hawaii Action Plan and authorizing the Mayor of the County of Hawaii to <br /> execute and submit the Consolidated/Action Plan and all other related documents to the U.S.Department of Housing and Urban <br /> Development(HUD)and State of Hawaii Housing Finance and Development Corporation for the CDBG,HOME,and HTF Programs. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This appropriation reflects anticipated CDBG funding from HUD for the PY2021 CDBG program and program income received or <br /> anticipated to be received by the Office of Housing and Community Development(OHCD), These funds will be utilized to encourage <br /> the development of viable communities by providing decent housing,suitable and safe living environments,and providing accessibility <br /> for disabled individuals to public facilities.All of these projects will benefit persons of low and moderate income throughout the island of <br /> Hawaii. <br /> The Action Plan is submitted to HUD annually,and State of Hawaii Housing Finance and Development Corporation every 3 years, and <br /> includes the actual projects and activities that will be carried out with the County's 2021 CDBG,HOME and HTF Program funds.
