Proposal of Okudara & Associates to Perform Legislative Affairs Function <br /> Mr. Okudara recommends getting involved in crafting legislation much earlier this summer and <br /> involving broader support, especially county administrators so they can explain to the legislature why <br /> the legislation is needed. Since it will be the second year of the biennium session, Mr. Okudara <br /> recommends taking this year's legislative items and make them better by adding more research and <br /> securing more supporters. <br /> Mr. Okudara submitted proposal which asks for the same amount of money for his contract next year as <br /> was provided this year. <br /> C. Communication (3/25/2021) from HSAC Secretary Kimball requesting approval of the <br /> following related to the HSAC Annual Conference: <br /> i. To designate Heather Kimball, HSAC Secretary, and Jennifer Kagiwada, <br /> Legislative Assistant, as signatories on the HSAC Conference Checking <br /> Account, and <br /> ii. Request for $5,000 seed moneys for conference planning purposes. <br /> Motion to approve passed with four ayes, no objections. <br /> D. Communication (4/6/2021) from HSAC Secretary Kimball requesting a discussion on the <br /> pros and cons of acquiring Board Insurance. <br /> Motion to defer Item D to next meeting. Passed with no objections. <br /> E. Communication (4/6/2021) from HSAC Secretary Kimball requesting a discussion <br /> regarding the American Recovery Plan Act (ARPA) funds and strategies for supporting <br /> draw down of revenues to support front-line work at the county level. <br /> CM Kimball highlighted this "once in a lifetime"opportunity for an infusion offederal funds and urged <br /> HSAC to create a strategy that elevates counties to a position of strength and solidarity in the decision <br /> making process regarding directing the funds. Mr. Okudara relayed that the state legislature already <br /> divided a lot of the ARPA funds to various programs. <br /> Motion to defer to next meeting passed with no objections. <br /> F. Communication (4/20/2021) from HSAC Treasurer Waters transmitting for <br /> consideration the proposed Fiscal Year 2022 Annual Operating Budget: i. Option A— <br /> $206,433 Total Expenses; $36,351 Balance. (Includes a consultant for <br /> administrative/executive director function with a corresponding one-time $40,000 dues <br /> assessment paid by Honolulu for this position) ii. Option B — $172,433 Total Expenses; <br /> $70,351 Balance. (Excludes consultant for administrative/executive director function <br /> and corresponding one-time funding). <br />
