The proposed action meets the needs of the South <br /> Kohala community by providing residential-agricultural type lots and is in balance with <br /> the physical and social environment. <br /> The proposed action is consistent with the General Plan and the surrounding <br /> zoning and land uses. The Council has consistently supported Rural designations and <br /> uses for this subdivision and the immediate area surrounding the subject property. <br /> 34. SOUTH KOHALA COMMUNITY DEVELOPMENT PLAN <br /> The South Kohala Community Development Plan (SKCDP) provides specific land use <br /> guidance in select areas like the main population centers of Waimea and Waikoloa Village and <br /> smaller communities like Kawaihae and Puako. However,there are no land use policies or land <br /> use guidance specific to this `Ouli area that includes the subject property. However, district- <br /> wide policies focused on the following priorities for the entire district: <br /> • Preserve Culture/Sense of Place <br /> • Traffic and Transportation <br /> • Affordable Housing <br /> • Emergency Preparedness <br /> • Environmental Stewardship and Sustainability <br /> Given the purpose of these land use amendment requests are to facilitate the <br /> subdivision of an existing property into only two (2) lots, each of which will <br /> accommodate existing single-family dwellings, its approval will not have any adverse <br /> effects upon these important policies since the net effect will be to preserve the "status <br /> quo". And like other similar restrictions associated with similar land use amendment <br /> requests throughout the Kanehoa and adjoining Anekona subdivisions, the Applicant <br /> would be receptive to establishing restrictive covenants in the deeds of the proposed <br /> lots within the subject property that will give notice that the terms of the zoning <br /> ordinance prohibit the construction of a second dwelling unit and condominium <br /> property regimes on each lot. <br /> 19 � <br />
