3 . P BLIC SERVICES AND UTILITIES <br /> Access to the subject property is provided by Ouli Street, a privately owned and <br /> maintained roadway maintaining a 50-foot wide right-of-way with 16' of asphalt paving <br /> and grass swales. No new driveway access onto Ouli Street will be required as each <br /> existing home currently maintains its own separate driveway. <br /> County water is currently servicing both existing single-family dwellings on the <br /> subject property. No further water service is necessary. Wastewater is currently being <br /> accommodated by two existing septic systems. <br /> The property maintains a gentle slope of about 5 percent and is extensively <br /> improved for single-family residential and agricultural uses. There are no severe <br /> geological or topographical problems within the subject property that cannot be <br /> properly rectified or which would render the land unusable for its intended purposes. <br /> According to the Flood Insurance Rate Map (FIRM) prepared by the Federal Emergency <br /> Management Agency (FEMA),the subject area is within Zone X, an area determined to <br /> be outside the 500-year flood plain. The subject property is also located outside of any <br /> coastal flooding zone or tsunami evacuation area. <br /> 36. COASTAL ZONE MANAGEMENT <br /> The requested State Land Use District Boundary amendment and change of zone <br /> requests, if approved, are not contrary to Chapter 205A, Hawaii Revised Statutes <br /> relating to Coastal Zone Management. The subject property is not situated within the <br /> SMA, being located at least 4.75 miles from any lands that are situated within the SMA. <br /> For this reason, the subject property is not subject to any coastal hazard nor anticipate <br /> to have any adverse impact upon coastal resources. There is no record of a designated <br /> public access that traverses the property. As the site has been previously cleared and <br /> completely developed as a residential homesites, it is not anticipated that the proposed <br /> request will have any adverse impact on cultural or historical resources in the area. <br /> 20 ) <br />
