REQUEST: <br />11 /26/24 <br />(808) 865-8671 <br />A resolution of authorize the County of Hawaii via the Office of Sustainability, Climate, Equity, and Resilience <br />to enter into a multi -year contract to fund a Facilities Conditions Assessment and Energy Management Plan <br />for County facilities for a sum of $328,640 from 1/1/25 to 6/30/26. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />In 2023, the County published an Integrated Climate Action Plan (ICAP), which serves as the strategic <br />roadmap for implementing climate action within County government. The plan outlines systems -level and <br />specific actions that the County can undertake. One of the priority systems -level implementation actions is to <br />procure an asset management software for County facilities and compile existing asset data in order to <br />better inform energy efficiency and renewable energy projects. This project supports the County in acquiring <br />critical facilities information for optimal management and greenhouse gas reduction. This project fully or <br />partially implements ICAP actions 1A1.4, 1A1.5, 1A1.6, 1A2.1, 1A2.2, 1A2.4, and 1A3.1. <br />Under this contract, the consultant will assess Hawaii County facilities managed by Public Works and Parks <br />and Recreation in order to: 1) Improve the identification and prioritization of infrastructure projects for CIP <br />and maintenance purposes. 2) Streamline the process of identifying facilities for eligible energy efficiency <br />grants, tax credits, and rebates. 3) Optimize County energy efficiency efforts for future energy and cost <br />savings. <br />This contract will be funded by the Energy Efficiency Conservation Block Grant and OSCER funds. <br />SIGNED: DATE: 11 /26/24 <br />epartment Head <br />
