Arakaki, Chair <br />and Members of the County Council X97 0 3 PM 2 40 <br />Hawaii County Council <br />Hilo, HI 96720 ® E�!k';' :_ E� <br />COUNTY OHAWAII <br />Dear Chairman Arakaki and Council Members: <br />The 1997-98 Capital Budget and Program consisting of 24 projects totalling $15,008,000 <br />is submitted for your review and approval. <br />The majority of the projects included in the Capital Budget reflect our continuing <br />effort to provide for the health and safety of the people of our community. Through <br />this budget, we are also making efforts to satisfy the requirements of the unfunded <br />mandates of the Americans With Disabilities Act. <br />In the area of public safety, we are proposing improvements to our Fire Department <br />program, including the construction of the Fire Fighter Training Center in Hilo. In the <br />Police Department, we are concentrating on a major upgrade and conversion of the <br />communications network to the 800 MHZ frequency band.. <br />The public works improvements to roads, walkways, bridges and gulches are all projects <br />that will increase public safety and enhance our communities. <br />The Capital Budget seeks to provide funds for repairs and improvements at four <br />recreational facilities and to continue our efforts to remove architectural barriers at <br />parks islandwide. <br />We submit this proposal for your consideration and we look forward to continuing to work <br />with you on programs and projects that benefit our people and our communities. <br />Sincerely, <br />P <br />Yamashiro <br />MAYOR <br />& B1 5'10 <br />00mam.
