Use Commission. Lands on the Hamakua side of Wailuku River are situated within the <br /> Conservation/Agricultural/Urban Districts. <br /> 6. General Plan: The goals, policies, standard and courses of action of the <br /> Transportation Element are as follows: <br /> * Provide a transportation system whereby people and goods can move efficiently, <br /> safely, comfortably and economically. <br /> * Provide a system of thoroughfares and streets for the safe, efficient and <br /> comfortable movement of people and goods between and within the various <br /> sections of the County. <br /> * The County shall coordinate with appropriate Federal and State agencies for the <br /> funding of transportation projects for areas of anticipated growth. <br /> * Transportation and drainage systems shall be integrated where feasible. <br /> * The County shall develop short and long range capital improvement programs <br /> and plans for transportation which are consistent with the County General Plan. <br /> * Secondary arterial is a street of considerable continuity which is primarily a <br /> traffic artery for intercommunication between or through large areas; <br /> interconnect with and augment primary system. <br /> * A realignment of the Saddle Road from the Forest Reserve boundary on the <br /> south side of Kaumana Drive and along the north side of Puainako Street, <br /> intersecting the present Puainako alignment at Kinoole Street and continuing to <br /> the intersection of Kanoelehua Avenue should be constructed. <br /> * Widen Akolea Road to provide the uppermost cross-city connection from <br /> Piihonua to Kaumana and the upper reaches of Ainaola Drive. <br /> * Provide an integrated State and County system so that new major routes will <br /> complement and encourage proposed land uses. <br /> <br /> 7. General Plan LUPAG Map: The General Plan Land Use Pattern Allocation Guide <br /> (LUPAG) Map designates the area between Waianuenue Avenue and Wailuku River as <br /> Medium Density Urban Development, except Parcel 2 which is situated on a portion of <br /> Reeds Island is designated as Low Density Urban Development.
