COUNTY OF HA AI`I <br />ORDINANCE NO. <br />STATE OF HAWAII <br />BILL No. 272 <br />AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY CODE 1983 <br />(1995 EDITION), RELATING TO VEHICLES AND TRAFFIC, TO CLARIFY THE <br />DIRECTOR OF PUBLIC WORKS' AUTHORITY TO REGULATE PARKING AT COUNTY <br />FACILITIES. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Chapter 24, article 8, Division 5, of the Hawaii County Code 1983 (1995 <br />Edition), is amended to read as follows: <br />"Division 5. Parking at County [Building] Facilities. <br />Section 24-228. [Director of public works to regulate parking at County building] <br />Authority to regulate parking at County facilities. <br />U The director of public works shall [assign and re -assign parking stalls and] be <br />responsible for regulating parking at the Hawaii County Building and Aupuni <br />Center complexes in Hilo, and at AU -County [building] buildings, structures, and <br />grounds, control of which is not otherwise delegated by charter or ordinance to any <br />other department of the Coup . Such parking includes public off-streetap rking, <br />employe parking, and special parking. <br />(b) Employee parking regulations shall be established by the director, provided that the <br />notice shall be made in writing not less than thirty days prior to the date the parking <br />controls would take effect. <br />(c) For special events, when compatible with County Operations, the director is <br />authorized to issue special permits for the use of Counly parking facilities after <br />regular working hours of the County, upon application made in writing in such form <br />as the director may establish for such purposes. Such special permits shall include <br />any reasonable conditions which the director may impose for the public health safety <br />or convenience. The terms and conditions and a schedule of fees for such special <br />permits shall be established by rule of the director pursuant to Administrative <br />Procedures chapter 91, Hawaii Revised Statutes. <br />Section 24-229. [Area of County lands regulated; hours. <br />(a) The area of County land on which parking is regulated will initially be confined to <br />the Hawaii County building complex in Hilo. Other areas may be subjected to <br />parking controls and this division shall also be applicable to those areas on a date to <br />be designated by written notice, which date shall be not less than thirty days after <br />the giving of such notice. <br />
