"Kahalani <br /> Estates" subdivision adjoining the property to the north also contains residential <br /> properties of a lower density. The proposed subdivision is consistent with the <br /> neighborhood. <br /> <br /> J. The proposed change of zone would be consistent with the General Plan Housing <br /> goals of providing a variety of housing choices as well as attaining a diversity of socio- <br /> economic housing mix within the Waiakea Homesteads area. By allowing the <br /> proposed development, it is determined that the following Housing goals of the <br /> General Plan may be attained m the Waiakea Homesteads area: <br /> * Maintain a housing supply which allows a variety of choice. <br /> * Improve and maintain the quality and affordability of the existing housing stock. <br /> * The County shall encourage a volume of construction and rehabilitation of <br /> housing sufficient to meet growth needs and correct existing deficiencies. <br /> K. The applicant stipulates that the intersection at Kawailani Street and Komhana Street <br /> is in need of improvements and pledges to pay the pro rata share for these <br /> improvements. Applicant asks that the Planning Department determine this pro rata <br /> share in consultation with the applicant and the Department of Public Works. <br /> Applicant further proposes that the payment of said pro rata share be made at the time <br /> of plan approval for the first unit constructed on the project site. <br /> L. The land is classified by the Land Study Bureau's Overall Master Productivity Rating <br /> system classification as "E" poor and "C" or fair and the property is not classified as <br /> "prime", "unique" or "other important agricultural lands" according to the State <br /> Department of Agriculture's Land of Importance to the State of Hawaii (ALISH) Map. <br /> Thus the proposed rezoning will not result in a loss of a valuable agricultural resource. <br /> From a land use perspective, expansion of the existing urban development in this area <br /> would tend to alleviate the conversion of more productive agricultural lands to urban- <br /> type uses. <br /> <br />
