Any further improvements to the property must comply with <br />Chapter 27 of the County Code relating to Flood Hazard Control. According to the <br />applicant, although the Hilo Coast Power Plant is located within the area, the plant is not <br />a large sources of pollutant and would not contribute to air pollution within the vicinity of <br />the project area. The large size of the parcels to be created will mitigate any possible <br />visual or noise impacts within the area. The proposed limited industrial zoned lot will be <br />located a significant distance from the urban/residential area and will be surrounded by r <br />agricultural lots ranging in size from 10 to 20 acres. According to the applicant, the large <br />size of the surrounding parcels is adequate to mitigate any possible visual or noise <br />impacts within the area. The proposed subdivision is not anticipated to change the visual <br />attributes of the existing coastline from the Hawaii Belt Road. The properties are not <br />listed as a distinctive and identifiable landmark as identified in the General Plan. The <br />project area is absent of any active agricultural activity. According to the applicant, there <br />are no rare, threatened or endangered species in the immediate area. The overall impact <br />on the existing flora is expected to be negligible since the plants are alien and introduced <br />species. The applicant has also stated that there are no rare or endangered species of <br />fauna present in the area, as it is not within the critical habitat for protected species. The <br />properties are not among those listed as historic properties in the Hawaii State Register <br />of Historic Places, have not been determined to be eligible for inclusion in the National <br />Register of Historic Places, and is not profiled as a significant cultural and/or historic site <br />in the General Plan. On April 23, 2003, Paul H. Rosendahl, Ph.D., Inc. requested a "no <br />effect" determination from the State Department of Land and Natural Resources Historic <br />Preservation Division for the subject properties. By memo dated September 9, 2003, the <br />State Department of Land and Natural Resources Historic Preservation Division indicated <br />that they believe "there are no historic properties present because intensive cultivation has <br />altered the land, and an acceptable archaeological assessment or inventory survey found <br />no historic properties. Thus, no historic properties will be affected by this undertaking." <br />Except for fishing along the shoreline, no valued cultural, historical or natural resources <br />exist on the properties and there is no evidence of any traditional and customary Native <br />Hawaiian rights being practiced on the site. By a previous agreement with the County, <br />there is a vehicular public access and lateral shoreline pedestrian public access. <br />The Planning Director does not recommend a few conditions requested by public <br />agencies. These requests may result from a misunderstanding of the rezoning, which is a <br />reduction of the present zoning. Specifically, the State Department of Transportation <br />requested a Traffic Impact Analysis Report (TZAR). Because the rezoning should not <br />increase traffic at the intersection of the Pepeekeo Mill Rd. and the Hawaii Belt Road <br />compared to the present zoning, the Planning Director is not requesting a TIAR. The <br />State Department of Education (DOE) requested a school impact fee which the DOE <br />requests whenever a rezoning may create fifty or more residential lots. The present <br />
