REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND <br /> INTERGOVERNMENTAL RELATIONS <br /> DATE: March 15, 2005 RE: Communication No. 157/ Bill No. 54 <br /> PLACE: Councilroom <br /> <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred Bill 54. <br /> reports as follows: <br /> Bill 54, transmitted via Communication No. 157, dated March 3, 2005, from Bruce McClure. <br /> director of public works, authorizes four additional loading cones (one for passenger and three for <br /> freight) within Kailua Village. The intent of this bill is to address the lack of loading zones within <br /> Kailua Village. <br /> Chapter ~4, article 10, division 6, section 24-287, schedule 35 (passenger loading zones), subsection <br /> (t~ Kona, of the Hawaii County Code 1983 (1995 edition) is amended by adding the following to be <br /> appropriately numbered and to read as follows: <br /> Ali`i Drive. east side. beginning from a point two-hundred twenty-nine feet north of <br /> Likana Lane and extending dirty-seven feet in the northerly direction, 24 hours daily. <br /> Chapter 24, article 10. division 6, section 24-288. schedule 36 (freight loading zones), subsection (I) <br /> Kona, of the Hawaii County Code 1983 (1995 edition) is amended by adding the following to be <br /> appropriately numbered and to read as follows: <br /> ( ) Ali'i Drive, cast side, beginning from a point two-hundred seventy-six feet north of <br /> Likana Lane and extending sixty feet in the northerly direction, 24 hours daily. <br /> ( ) Ali'i Drive, east side, beginning from a point five-hundred thirty-three feet north of <br /> Likana Lane and extending forty-six feet in the northerly direction, 24 hours daily. <br /> ( ) Ali`i Drive. west side, beginning tiom a point one-hundred fifty-four feet south of <br /> Kakina Lane and extending seventy-seven feet in the southerly direction. <br /> The department of public works monitored the temporary freight loading zones along nli'i Drive. <br /> Pete Hendricks of the mayor's office in Kona stated that there has been nothing but positive feedback <br /> at his office. Marie Aguilar of the Kailua Village Merchants Association also stated that there was <br /> no negative feedback. Of the six vendors who responded, there were five with positive reviews <br /> (Better Brands, Southern Wine and Spirits, Suisan, Coca-Cola, and Y. llata) and one with a negative <br /> review (Pepsi). Councilmember Dr. Fred Holschuh commented that he was happy that public works <br /> had taken the time to document responses from the Kailua Village Merchants Association and the <br /> six vendors. <br /> PWIRC RIiP<)R"I' NO. 4 <br /> <br />
