During discussion, there was some contusion about the 90-day testing period. The director of public <br /> <br /> works has the authority to make temporary changes in parking and traffic controls for a period of <br /> <br /> 90 days, pursuant to the Hawaii County Code, section 24-11. While the council is considering this <br /> bill for a permanent addition of loading zones, the administration will be extending the test period <br /> for another 90 days, which will begin on March 19, 2005 and end on June 15, 2005.
