Stacy Higa, Chairman <br /> and Members of the County Council <br /> <br /> Page 11 <br /> The project site is located within Zone X, an area outside the 500-year flood plain, <br /> with a small portion of the southern side of the property located within the AE Zone and <br /> the Waiaha Drainageway. Conditions of approval will be added to address the drainage <br /> concerns stated within comments from the Department of Public Works. <br /> Water is available for the development, but is limited to 50 units per existing lot <br /> of record. The Department of Water Supply is currently working on several capital <br /> improvement projects to increase the capacity of their existing water system. In support <br /> of affordable housing developments, the Department of Water Supply will make every <br /> effort to support the proposed development, but state there is no time schedule set for <br /> completion of these capital improvement projects and are not able to make a commitment <br /> at this time for the remaining units for the proposed development. <br /> The applicant proposes to connect to the County sewer system that runs along <br /> Kuakini Highway. The applicant will be required to perform an engineering study to <br /> determine if the sewer line has adequate capacity to handle the proposed flows. <br /> As is typical of similar types of rezoning requests, approval of the accompanying <br /> change of zone request will require the applicant to prepare and secure approval of a <br /> Solid Waste Management Plan prior to the issuance of Final Plan Approval for the <br /> proposed multiple family residential development. <br /> Electricity and telephone services are available to the site. The Kealakehe Police <br /> Station is located less than 3 miles north of the project site. There are three fire stations <br /> within 5 miles from the site including Kailua-Kona, Kealakehe, and Puuola. The Kona <br /> Hospital is located in Kealakekua. <br /> The proposed request is not contrary to Chapter 205A, Hawaii Revised Statues, <br /> relating to Coastal Zone Management. The property is not located in the Special <br /> Management Area. The project site is located approximately 1800 feet from the shoreline <br /> and will not be impacted by coastal hazazd and beach erosion. There is no record of a <br /> designated public access to the shoreline or mountain areas that traverses the property. <br /> Thus, it is not anticipated that the proposed request will have any adverse impact <br /> recreational resources in the azea. Therefore, no action is necessary to protect these <br /> rights. <br /> The proposed request will not have a significant adverse impact to traditional and <br /> customary Hawaiian Rights. In view of the Hawaii State Supreme Court's "PASH" and <br /> "Ka Pa'akai O Ka'Aina"decisions, the issue relative to native Hawaiian gathering and <br /> <br />
