According to the Hawaii Land Use <br /> Commission Rules, one of the standards for considering an area for urban reclassification <br /> is that, "In determining urban growth for the next ten years, or in amending the boundary, <br /> land contiguous with existing urban areas shall be given more consideration than non- <br /> contiguous land, and particularly when indicated for future urban use on state or county <br /> general plans." The subject property conforms to this standard, as it is directly <br /> contiguous with existing urban areas to the north, west and south, which are zoned for <br /> single-family and multiple-family residential uses. These urban lands include the Kona <br /> Hillcrest Subdivision to the north, the Pualani Estates Subdivision to the southeast and <br /> the Kahakai Estates Subdivision to the south and several condominiums located across <br /> Kuakini Highway to the west. The applicant will help address the growing housing needs <br /> for the region and will provide the community with further affordable housing that will <br /> take advantage of the site's positive physical and regional attributes. By targeting the <br /> project area for affordable housing, the applicant will meet the urban expansion needs in a <br /> manner that is in agreement with the long-range community plans as expressed in the <br /> County General Plan. <br /> The reclassification action would conform to the following goals, objectives <br /> and/or policies articulated in the Hawaii State Plan: <br /> a. Greater opportunities for Hawaii's people to secure reasonably priced, safe, <br /> sanitary, livable homes located in suitable environments that satisfactorily <br /> accommodate the needs and desires of families and individuals. <br /> b. The orderly development of residential areas sensitive to community needs <br /> and other land uses. <br /> c. Effectively accommodate the housing needs of Hawaii's people. <br /> d. Increase homeownership and rental opportunities and choices in terms of <br /> quality, location, cost, densities, style and size ofhousing. <br /> e. Promote design and location ofhousing developments taking into account <br /> the physical setting, accessibility to public facilities and services, and other <br /> concerns of existing communities and surrounding areas. <br /> The request would be consistent with the above listed goals, objectives and/or <br /> policies articulated in the Hawaii State Plan as it will provide greater opportunities for <br /> Hawaii's people to purchase an affordable home in an area where housing has become <br /> scarce and costly. <br /> <br />
