REQUEST: <br /> <br /> Resolution to accept the private contributions from the Waikoloa Village Association in the <br /> amount of $60,000.00. <br /> <br /> Amend Ordinance 05-87, the Capital Budget by adding appropriations for: <br /> <br /> Waikoloa Emergency Evacuation Road - Private $ 60,000.00 <br /> Waikoloa Emergency Evacuation Road - County 120,000.00 <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> Public Works would use the funds to purchase materials and supplies needed to construct the Waikoloa Emergency <br /> Evacuation Road. The project is to construct a 12 to 15 foot wide gravel road from an extension of Hulu Street in W aikoloa <br /> Village, makai to connect with the Queen Ka'ahumanu Highway. The roadway is approximately 2.1 miles long traversing <br /> vacant land owned by two private landowners. The roadway will be constructed to permit the one way evacuation of <br /> Waikoloa Village residents using two-wheel drive vehicles making a right turn only onto Queen Ka'ahumanu Highway with <br /> the assistance of Police or other manned traffic control measures during emergencies. <br /> The current estimate cost of the project is $180,000. The majority of this cost is the purchase of base course to make the <br /> road useable by two wheel drive passenger vehicles. In addition, delineators are needed for safety purposes in case an <br /> evacuation is implemented during the night. And filter fabric is needed to install a silt fence to protect against soil erosion <br /> during the construction process. We are proposing to do the work with in-house forces to reduce the overall construction <br /> cost, and to expedite construction without having to prepare formal construction plans needed for private contractors to bid <br /> on the project. <br /> A portion of the funds will be spent on conducting an Environmental Assessment for the mauka portion of the road through <br /> land owned by the Waikoloa Village Association. <br /> Waikoloa Village Association <br /> P.O.
