Higa <br />and Members of the County Council <br />County of Hawaii <br />Hilo, HI 96720 <br />Dear Chairman Higa and Council Members: <br />Dixie Kaetsu <br />Managuig Director <br />Barbara Kossow <br />Dep lv,waaagmg 1),wo, <br />As required by the Hawaii County Charter, the amended operating budget proposal for <br />the County of Hawaii for the fiscal year ending June 30, 2007 is hereby submitted. This <br />balanced budget includes estimated revenues and appropriations of $324,508,303 and <br />includes the operations of eleven of the County's special funds as well as the general <br />fund. Although it is $8,432,031 higher than the budget proposal submitted to you on <br />March 1, 2006, we are proposing tax rate reductions in eight of the nine classes of <br />properties. <br />BUDGET OVERVIEW <br />Net valuation of real property on the Big Island increased by 38.03%, while property tax <br />revenues, based on lower tax rates, are expected to increase by 22.28%. This revenue <br />increase, together with increases in other revenue sources, will again enable the County <br />to address its many areas of need that resulted from years of funding restrictions. <br />The allocation of resources for this budget focused on: <br />• Providing departments with resources to continue to "catch up" and, hopefully, "keep <br />up" with maintenance, repairs, and services throughout the island; <br />• Carrying out our legal mandates; <br />• Improving affordable and accessible housing, transportation, recreation, public safety, <br />and other County services; <br />• Distributing services and resources equitably; <br />• Being responsible stewards of public assets; <br />• Keeping the growth of government within reasonable limits; and <br />• Setting aside adequate funds for future needs. <br />Comm.
