R. To ensure that the commercial development corresponds with the applicant's <br /> representations regarding neighborhood-scale commercial development, no single <br /> retail establishment shall have more than 45,000 square feet of developed area <br /> under roof. <br /> S. Total retail space shall not exceed 65,000 square feet under roof until the <br /> construction of the Queen Kaahumanu Highway, Phase II widening improvements <br /> to four lanes from Kealakehe Parkway to the Kona International Airport at <br /> Keahole has been secured by the state entering into a construction contract for the <br /> improvements. The square footage of improvements leased to the University of <br /> Hawaii shall not count against this limit. <br /> T. Within one year of the issuance of the first residential building permit for the <br /> development, the applicant shall provide the following amenities in coordination <br /> with the University of Hawaii: <br /> 1. Construct a 20,000 square-foot building on the applicant's property for use <br /> by the University of Hawaii. Alternately, with the consent of the State <br /> Department of Land and Natural Resources and the University, this <br /> <br /> • building may be constructed on the State's adjacent parcel of land to the <br /> south. <br /> 2. Construct Road " 2" on Exhibit "B", running from the project site to <br /> Kaiminani Drive as described in Condition "Z." <br /> 3. Provide adequately-sized connections for water and electrical systems to <br /> the State's adjacent parcel of land to the south, and allow the University of <br /> Hawaii to connect to these systems. <br /> -7- <br /> <br />
