The purpose of this measure is to repeal chapter 4, Animals, Hawaii <br /> County Code, in its entirety and to establish a new chapter relating to animals. <br /> SECTION 2. Chapter 4, Hawaii County Code 1983 (2005 Edition, as amended), is <br /> repealed in its entirety. <br /> SECTION 3. The Hawaii County Code 1983 (2005 Edition, as amended) is amended <br /> by adding a new chapter 4 to read as follows: <br /> "Chapter 4 <br /> ANIMALS <br /> Article 1. Cockfighting. <br /> Section 4-1. Prohibited. <br /> It is unlawful for any person to engage or participate in any cockfighting exhibition_ <br /> Section 4-2. Violation-penalty. <br /> Any person violating any provision of this article shall be punished by a fine of not less <br /> than $250 and not exceeding $1,000 or by imprisonment not exceeding thirty days, or by both. <br /> Article 2. Animal Nuisances. <br /> Section 4-3. Purpose. <br /> The purpose of this article is to establish an owner's responsibility for the keeping of <br /> <br /> animals, farm animals, or poultry on a noncommercial basis and in a manner which will not <br /> <br /> endanger or unreasonably interfere with the public health, welfare, safety, peace, or comfortable <br /> <br /> enjoyment of life and property. <br /> <br />
