United States Air Rights Negotiations <br /> The purpose of this item is to act on HSAC's proposal to support Honolulu Council <br /> Resolution 97-126, CDI, urging the United States Department of Transportation to <br /> recognize Hawaii's geographic constraints during air rights negotiations. <br /> This matter is still pending on Maui County. President Mansho will communicate with the <br /> Council and Committee Leadership on Maui and offer assistance in resolving areas of <br /> concern. <br /> D. County Authority to Designate Enterprise Zones <br /> The purpose of this item is to act on HSAC's proposal to support Honolulu Council <br /> Resolution 97-212, urging the Hawaii State Government to comply with Section 209E-4 of <br /> the Hawaii Revised Statutes, which authorizes the counties to designate enterprise zones. <br /> All four counties reported support of Honolulu Council Resolution 97-2 ] 2. Hawaii County <br /> on 9/3/97, Kauai County on 9/24/97, Maui County on 10/3/97, and the City and County on <br /> 7/19/97. <br /> E. Statewide Uniform Alcohol and Substance Abuse Testing Policy <br /> The purpose of this item is to act on a resolution urging the Governor and the four counties <br /> of the State to collectively establish a statewide uniform alcohol and substance abuse testing <br /> policy. See Honolulu Council Resolution 97-255. <br /> This matter is still pending on Maui County. President Mansho will communicate with the <br /> Council and Committee Leadership on Maui and offer assistance in resolving areas of <br /> concern. <br /> F. National Policy on Alcohol and Substance Abuse Testing Program <br /> The purpose of this item is to act on a resolution urging the President of the United States <br /> and the members of the U.S. Congress to establish a nationwide uniform alcohol and <br /> substance abuse testing policy. See Honolulu Council Resolution 97-314. <br /> This matter was referred to all four counties for consideration. <br /> G. Proposed ]nterim Amendments Dividing Duties Of Secretary-Treasurer <br /> The purpose of this item is to act on the proposed interim bylaws and policy amendments to <br /> divide the duties of the HSAC Secretary-Treasurer.
