STATE AND COUNTY PLANNING <br /> 6 The present State Land Use designation is Urban. <br /> 7 The General Plan Land Use Pa[tern Allocation Guide (LUPAG) map designates the <br /> property as Low Density. As such, this request would not be contrary to the General <br /> Plan LUPAG map. <br /> 8. The subject property is located within the County Family Agricultural l acre (FA-la) <br /> zone. <br /> 9 The property to the north and south of the subject property is zoned RS-l0. <br /> 10 The property is not within the Special Management Area of the County of Hawaii. <br /> DESCRIPTION OF THE PROPERTY AND SURROUNDING AREA <br /> 1 1. The property is a 1.662 acre parcel located immediately makai of a private nursery <br /> school on Palani Road. <br /> l2. This site is presently unused and is overgrown with native vegetation such as mango, <br /> Christmas Berry, jacaranda and other miscellaneous grasses and shrubs. There are no <br /> significant trees or other vegetative features on the property. Please see the <br /> environmental report for this property. <br /> l3. Since the site was previously used for the grazing of cattle and it was grubbed in 1995, <br /> it is expected that no archaeological features exist on the property. <br /> l4. There is no evidence of historical or cultural features on the parcel, nor did the records <br /> at the County Plaruting Department uncover any significant findings attributable to the <br /> area or subject property. Please see Marc Smith's comments on the grubbing permit <br /> included in the environmental report. Marc Stnith is with the State Historic <br /> Preservation Division and did a site inspection in 1995. <br /> l5. Common animal species in the area include field trice, mongoose, and stray domestic <br /> animals such as cats or dogs. Please see the environmental report. <br /> l6. The topography of the site is fairly level with slopes less than 10 percent. <br /> <br /> 17. The average annual rainfall is approximately 58 inches. <br /> <br /> 18. The U.S. Department of Agriculture Soil Survey Report identifies the soil on the <br /> property to be of the Kaimu extremely stony peat. This thin, well-drained orgartic soil) <br /> <br />
