In SECTION 16, bi11151 was changed by amending paragraph 27-24(4) (formerly 27- <br /> <br /> 24(d)) as follows: <br /> New construction, improvements to repetitive loss structures, and substantial <br /> improvements within the general floodplain shall satisfy the requirements set <br /> forth for Zones AE, AH, AO, or VE as is determined to be applicable by the <br /> director of public works based on base flood information and floodway data <br /> obtained through [ ~~"°°°'0°~° paragr~hs 27-24(1) and 27- <br /> 2~2~ „ <br /> 16. In SECTION 18, bill 151 was chanced by amending new subsection 27-26(b) as follows: <br /> "(b) This standard shall be subject to the following exception: <br /> All new subdivisions and developments, requiring a site drainage plan pursuant to <br /> the zoning code, section 25-2-72(3), except single-family dwellings, duplexes, <br /> and ohana dwellings, shall be required to dispose of the difference between the <br /> pre-development discharge amount and the post-development discharge amount <br /> based on the expected one-hour, 25-year storm event. The standard created by this <br /> subsection shall prevail until such time that the department of public works <br /> "Storm Drainage Standards," dated October 1970, or any approved revision, is <br /> amended to conform to either the expected one-hour, 25-year storm event or to a <br /> higher standard if required by the floodplain administrator or this chapter. The <br /> 25-year storm event shall be interpolated from plate I (10-year) and plate 2 (50- <br /> year) from the department of public works' `Storm Drainage Standazds. This <br /> provision, i.e. subsection 27-26(bl, upon approval of this ordinance, shall take <br /> effect on Mazch 31, 2008."' <br /> 17. In SECTION 19, bill 151 was chanEed by amending paragraph 27-27(4) (formerly 27- <br /> 27(d)) as follows: <br /> Variances may be issued for new construction, improvements to repetitive loss <br /> structures, substantial improvement, and other proposed new development <br /> necessary for the conduct of a "functionally dependent use" (as defined in section <br /> 27-12) provided that the provisions of paragraphs 27-27(11 through <br /> 27-27 3 are satisfied and that the structure or other development is <br /> protected by methods that minimize flood damages during the base flood and <br /> create no additional threats to public safety." <br /> <br />
