P <br />New Position Form <br />Page 2 <br />3. How will new position increase the efficiency/effectiveness of operations? (Use <br />productivity measurements where possible.): <br />Additional clerical support will provide a position dedicated to functions directly <br />related to County property management duties whereas the existing position will' <br />primarily provide services related to the Public Access, Open Space, and Natural <br />Resources Preservation Commission. Commission activities require the incumbent to <br />attend meetings in various locations around the island, and often-times non- <br />commission related duties are left undone. With the addition of a new clerical <br />position, the division will be able to process clerical work related to both property <br />management and the commission more effectively. <br />4. Alternatives that were considered in lieu of new position. (Have technological <br />changes been considered?) <br />With the current clerical workload, technology may assist in efficiency, but cannot <br />substitute for the position. <br />5. .Why were manpower needs not planned through budgetary process? <br />Including an additional clerical position was not considered during the budgetary <br />process. However, assignment of Right-of-Way duties to the Property Management <br />Specialist affords the opportunity to abolish the Right-of.-Way Agent position and <br />allocate a clerical position to provide support for the property management <br />functions. As funds are already allocated for the Right-of-Way Agent position, this <br />action would result in cost-savings to the department. <br />6.
