REQUEST: <br />To prepare a resolution to enter into an agreement and to accept a grant of $1,095,461.00 from State Civil <br />Defense to be used for continued development of the 1) State Homeland Security Program ($1,000,180.00) <br />and 2) Citizen Corp Program ($95,281.00). <br />Also please prepare a bill for and ordinance to appropriate specified funds to each program. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The State of Hawaii has received funds for FY 2008 from the Department of Homeland Security, through the <br />Federal Emergency Management Agency Preparedness Directorate Grants and Training. The grant is a <br />result of confressional funding for the purchase of specialized equipment to enhance the capability of state <br />and county agencies to prevent and respond to incidents of terrorism but also supports "all hazards" <br />catastrophic preparedness initiatives. <br />The State Homeland Secutiiy Program (SHSP)supports the implementation of State Homeland Security <br />Strategies to address the identified planning, organization, equipment, training, and exercise needs for acts <br />of terrorism and other catastrophic events. In addition, SHSP supports the implementation of the National <br />Preparedness Guidelins, the Nationam Incident Management System (NIMS, and the National Response <br />Framework (NRF). <br />The Citizen Corps mission is to bring community and government leaders together to coordinate the involvement <br />of community members in emergency preparedness, planning, mitigation, response and recovery. <br />SIGNED: ~- ~" DATE: f /3y ~~ <br />epartment Head <br />
