Arakaki, Chairman <br />and Members of the County Council <br />Page 10 <br />Impacts associated with this project development such as historical, visual, <br />traffic, drainage and design concerns have been assessed and will be mitigated through <br />conditions of approval. Therefore, the request would not unreasonably burden the <br />public agencies to provide roads and streets, sewers, water, drainage and school <br />improvements, and police and fire protection. The proposed zone change would allow <br />for uses which complements the resort use established in this area by the Kona Village <br />and Hualalai Resorts. <br />Based on the above findings, approval of the Change of Zone request from <br />Open (0) to Project District (PD) zoned district would result in an appropriate land use <br />pattern and further the public benefit. <br />For your favorable consideration, an amendment to Section 25-8-2, the North and South Kona <br />Districts Zone Map, of the County Zoning Code is transmitted. <br />We are enclosing a copy of the application, a copy of the staff background and additional <br />testimony for your information. <br />Sincerely, <br />Kevin M.
