These recommendations were developed after a thorough review of all
applications forwarded by the Department of Finance and distributed to all Council Members.
The Ad Hoc committee was convened at the March 2, 2009, HSED Committee meeting. In
compliance with FIRS 92-2.5, interviews and selected site visits were conducted with all
applicant organizations. The Ad Hoc Committee held interviews with 14 applicants on March
19th, and conducted site visits with ten applicants on March 201h in West Hawaii. In East
Hawaii, the committee held interviews with 27 applicants on March 23`d, 27 applicants on
March 24th and conducted two site visits. A total of 64 interviews and 12 site visits were
conducted.

This year, 76 eligible applications were received. This represents an increase of nine
applications from last fiscal year. One grant recipient from last year, Habitat for Humanity,
submitted their application late and, therefore, did not qualify for a grant this year. One
applicant, Green Will Conservancy, did not show proof of HRS 501(c) (3) status.

The requests this year totaled $3,117,964 from 76 qualified nonprofits and the Council has
$1,500,000 to appropriate. Last year, the County funded 67 programs with requests of
$3,271,094 received and the Council appropriated $1,500,000.

Comm. No.3
Ref.
