April 23, 2009
Page 2

The goal for the Ad Hoc Committee, in making their recommendations this year, was to help
everyone; especially the newcomers.

Altogether, 67 applicants previously received funding through the Nonprofit Grant process, 13
applicants requested increases in their request this year, 19 programs requested the same amount
as last year, and 27 programs funded in FY 08-09 requested a lesser amount. There are 16 new
applicants not funded in prior years. The largest requests (over $1 million) were requested by
four first-time applicants.

Summary:

The grant amount recommended does not fully meet the need presented by applicants. In
these times of great budget shortfalls and declining donations, all of the applicants

expressed their understanding of the challenges confronting the executive and legislative
branches of government. When asked what they will do if they don't receive the full

grant they requested, some said they would have to cut training opportunities and
promotional activities, but none expressed a desire to cut staffing. They are determined

to continue providing services to an ever increasing population with needs. Your Ad Hoc
Committee recommends that we appropriate $1,500,000 to 76 nonprofit organizations

reflected in Exhibit "A".

Mahalo

Thank you for the opportunity to serve as Chairperson for this Committee. Special recognition to
Ad Hoc Committee Council Members, J Yoshimoto, Dennis "Fresh" Onishi and Guy Enriques
for contributing to this time consuming effort.

A special mahalo to the council support staff in both East and West Hawaii in assisting with the
planning and for their attendance during the interview/site visit process.

In addition, a very special mahalo to Mayor William Kenoi for keeping the grant funding for the
Human Service and Economic Development at the FY 2009 level.

2
