<br /> <br /> <br /> <br /> <br /> <br /> 3. Flora and Fauna <br /> <br /> No professional flora or fauna study was conducted of the project <br /> site. Due to the developed state of the project site and its <br /> immediate surroundings, the applicants do not believe that rare or <br /> endangered floral or faunal resources are likely to be found within <br /> or proximate to the site. <br /> <br /> The project site has been in residential use for more than 80 years. <br /> Plant species found on the site and within the surrounding vicinity <br /> are introduced landscaping. The long-term residential use and <br /> established urban qualities in the project area make it poorly suited <br /> as a habitat for any listed or candidate for endangered species. <br /> Fauna observed within the Property and vicinity include the <br /> Japanese White-Eye, Yellow-Billed Cardinal, Zebra Dove, Common <br /> Myna, House Sparrow, and House Finch. Domestic mammals <br /> such as cats and dogs and other animals such as mongoose and <br /> feral cats are common to the area. None of the species are rare or <br /> endangered. Due to the surrounding established urban uses, it is <br /> highly unlikely that the site would serve as a habitat for rare or <br /> endangered animal species. <br /> <br /> 4. Flood and Coastal Hazards <br /> <br /> The Federal Emergency Management Agency (FEMA) designates <br /> the project site as Zone "X", areas outside the 500-year flood plain <br /> and not shown on Flood Insurance Rate Maps on file with the <br /> County Department of Public Works. Although the site is located in <br /> Zone X", the Applicants will adhere to any County and State <br /> requirements related to tsunami and coastal evacuations. <br /> <br /> 5. Noise, Air Quality and Dust <br /> <br /> Generally, air quality is affected by regional and local climates as <br /> well as the amount and type of human activity in a given location. <br /> No large, stationery sources of air pollutants and no major <br /> industries are located within the project area. Air quality in the <br /> vicinity is most affected by emissions from natural and vehicular <br /> sources. <br /> Existing ambient noise in this area includes wind, foliage and traffic <br /> on Kekuanaoa Street and Laukapu Street which serves as major <br /> thoroughfares in this area. In addition, the project site is located <br /> near the Hilo International Airport and is subject to noise associated <br /> with air traffic. <br /> <br /> <br /> <br /> -5- <br />
