<br /> <br /> <br /> <br /> <br /> <br /> Although the project would slightly increase traffic in the area, it is <br /> not expected to generate significant levels of air pollutants as only <br /> discernible air quality would be associated with traffic to and from <br /> the site. <br /> <br /> The proposed development should not generate any direct air <br /> impacts. As the project itself is not expected to generate adverse <br /> air pollutants, the only air quality impact would be associated with <br /> vehicular traffic to and from the site. While the added traffic will <br /> have an impact to the ambient air quality, the impact should not be <br /> significant. This is due in part to the higher EPA standards for <br /> vehicular air emissions and the prevailing trade winds. <br /> There will be short-term noise impacts during the construction <br /> phase. To mitigate this impact, the development of this project will <br /> be limited to daylight hours and weekdays. Contractors will be <br /> required to comply with established State Department of Health <br /> guidelines and standards relating to noise and emission controls. <br /> <br /> Given the existing ambient noise and existing urban environment, <br /> the proposed request would not have a significant noise impact to <br /> surrounding properties. <br /> <br /> 6. Water and Coastal Resources <br /> <br /> The project site is located more then one mile from the coastline. <br /> Coastal impacts resulting from discharge or drainage systems from <br /> the site should not be significant. As a non-coastal property, no <br /> coastal access is required or will be affected. <br /> <br /> The area is currently serviced by the County of Hawaii sewer <br /> system and the proposed development will maintain connection to <br /> this system. This should further reduce potential adverse <br /> groundwater or nearshore water impacts resulting from this project. <br /> Prior to the installation or use of any drywells on the site to address <br /> on-site drainage concerns, the appropriate UIC permit from the <br /> State will be secured <br /> 7. Scenic and Visual Consideration <br /> <br /> In the Natural Beauty element of the General Plan, there are sites <br /> or areas listed as scenic resources. The properties are not listed <br /> as a scenic site. The property location provides for views of Mauna <br /> Kea in the mauka direction. <br /> <br /> <br /> <br /> <br /> <br /> -6- <br />
