REQUEST: <br />1. Council action in the form of a resolution to allow the County of Hawaii to accept monies totaling $3,000 <br />from the Group 70 Foundation Fund of Hawaii Community Foundation for the Envision Downtown Hilo 2025 <br />(EDH 2025) Project: EDH 2025: Action Plan Update -Sustainable Design Guidelines for Downtown Hilo. <br />2. Council action in the form of a bill to appropriate the $3,000.00 from the Group 70 Foundation Fund of <br />Hawaii Community Foundation. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />In April 2009, the Planning Department and the EDH 2025 VisionKeepers submitted an application to the <br />Hawaii Community Foundation for the 2009 Group 70 Foundation Fund. The initial request was fora $10,000 <br />grant and we were approved $3,000. <br />The monies will be used toward implementing the application, entitled: EDH 2025: Action Plan Update - <br />Sustainable Design Guidelines for Downtown Hilo <br />This projects builds upon the recent engagement of Downtown Hilo stakeholders in a Sustainable Design <br />Assessment Team (SDAT) Program awarded by the American Institute of Architects (AIA). During the SDAT, the <br />AIA sent a multidisciplinary team of professionals from across the country to Hilo for 3 days in May, 2009, to <br />work with our community decision-makers and stakeholders. The AIA SDAT Program provided initial <br />recommendations that can be incorporated into the Action Plan and in developing design-related strategies <br />and actions for Downtown Hilo. <br />The $3,000 award from the Group 70 Foundation Fund will supplement funds from County Council discretionary <br />funds and Planning Department's operating budget. In this upcoming year, the Planning Department and the <br />VisionKeepers will work with Lead Partners and stakeholders to 1) conduct the 5-year update of the EDH 2025 <br />Action Plan; 2) incorporate and translate design components of the Vision and Action Plan into the current <br />Downtown Hilo Commercial (CDH) District in the County Zoning Code; and 3) create a Vision Base Map that <br />compliments the EDH 2025 Plan and the design elements within the CDH District in the Zoning Code. <br />Continued on next page... <br />
