<br />) <br /> <br />) <br /> <br />located within the County of Hawai'i Civil Defense's Tsunami <br />Evacuation Zone. The evacuation line in this area extends <br />up to Hualani Street. Thus, people within this area must <br />evacuate the site when the Civil Defense issues a warning. <br /> <br />3. Volcanic and Earthquake Hazards <br /> <br />The United States Geological Survey (USGS) classifies the <br />entire City of Hilo as being within Lava Flow Hazard Zone 3, <br />on a scale of ascending risk, 9 to 1. There is very little that <br />can be done to mitigate this situation and reflects an ongoing <br />threat to all residents and businesses. <br /> <br />The entire island of Hawaii falls within Earthquake Zone 4, <br />according to the County Building Code. As such, the <br />applicant understands and accepts that there may be added <br />structural requirements to address this seismic hazard <br />during the conversion process. <br /> <br />D. Fauna Resources <br /> <br />, Although there was no professional survey conducted of the faunal <br />resources of the site, the applicant does not believe that rare or <br />endangered faunal resources are likely to be found within or <br />proximate to the subject site. The site is within an urban <br />environment, with lots of light industrial and commercial uses <br />adjacent and/or proximate to the site. <br /> <br />Introduced bird species (such as dove, Japanese White-eye, house <br />finch, myna) are commonly seen in this area. Domestic animals <br />such as cats and dogs, and other animals like rats and mongoose <br />are also common. These are all common and not endangered. <br /> <br />As such, it is unlikely that the development of the subject property <br />would cause any adverse faunal impacts. <br /> <br />E. Flora Resources <br /> <br />No commissioned flora survey was conducted of the site due in <br />large measure to its location (urban) and the residential use of the <br />property. <br /> <br />There is some typical landscaped vegetation such as the azalea <br />plants. Like the faunal resources, the site is thus unlikely to have <br />any threatened or endangered plant life. <br /> <br />6 <br />
