<br />8. Rilo Community Development Plan: The Hilo Community Development Plan adopted <br />by Planning Commission Resolution NO.1 on May 21, 1975 identifies the area as RM-4. <br />9. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br />within the Coastal Zone Management area. <br />10. Special Management Area: The SMA is a part of the Coastal Zone Management <br />Program regulated by the County. The project site is located more than one mile from the <br />shoreline and is not in the SMA. <br />DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br />11. Subject Property: The property is located on the northeast comer of Kino' ole Street and <br />Kamana Street. Currently, there is a single-story, approximately 1,202-square foot <br />dwelling and carport on the site. With the carport, there would be a total of 12 parking <br />stalls, one of which would be in compliance with , ADA standards. There is a sidewalk <br />fronting the property on Kino'ole Street, and a rolled curb section along the balance of the <br />property's Kamana Street frontage. The property was formerly used as a site of a single- <br />family dwelling. The structure has been vacant for the past six months and is currently <br />being renovated for interim residential use. <br />12. Surrounding Zoning and Land Uses: The land uses in the immediate area are a mix of <br />commercial and residential uses. Immediately adjacent properties are zoned RS-I0 and in <br />single-family residential uses. The property mauka across Kino'ole Street is zoned CG- <br />20, site of an accountant's office. The parcel to the south across Kamana Street is zoned <br />CG-20 and is vacant. Commercial uses nearby include the Kamana Senior Center <br />southwest of the site and medical offices on Kino'ole Street. <br />13. U.S~D.A. Soil Type: Keaukaha extremely stony muck, 6 to 20 percent slopes (rKFD). <br />The Keaukaha Series consists of well drained, thin organic soils over pahoehoe lava <br />bedrock. <br />14. Land Study Bureau's Productivity Rating: Unclassified. <br />15. Noise Impacts: Existing ambient noise includes traffic, wind and foliage. Short-term <br />noise impacts associated with the project will be temporary with compliance to all <br />applicable State rules governing construction noise abatement. <br /> <br />-2- <br />
