Air Quality: The proposed project should not directly impact air quality in the area. <br />Fugitive dust during construction can be mitigated by compliance with the Department of <br />Health's regulations. The only impact to air quality would be associated with vehicular <br />traffic to and from the site. <br />17. FmM: Zone "X", an area outside of the SOO-year flood plain. <br />18. Coastal Hazards: The property is not an oceanfront parcel, and will not affect, or be <br />affected by shoreline processes. <br />19. Recreational Resources: The proposed project will not reduce the size of the coastline <br />{ <br />or other areas used for public recreational uses. <br />20. Visual Resources: The proposed project will not affect the line-of-sight toward the <br /> <br />ocean. <br /> <br />21. Flora/Fauna: As the project site is improved with a dwelling, no professional surveys <br />were conducted of the site. The property is located in an urban setting in close proximity <br />to various commercial uses. According to the applicant, there are no known rare or <br />endangered plant or animal species on the site. <br />22. Archaeological/Historical Resources: As the property is improved, no professional <br />surveys were conducted of the site. On July 7, 2009, the applicant requested a letter of <br />"no'effect" from the State DLNR-HPD. <br />23. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br />customary Native Hawaiian rights being practiced on the site, nor existence of any known <br />valued cultural, historical or native resources in the area. <br />24. Public Access: There is no record of a designated public access to the shoreline or <br />mountain areas that traverses the property. <br />PUBLIC UTILITIES AND SERVICES <br />25. Access: Access is proposed from the existing driveway fronting Kino'ole Street. The <br />applicant may consider another access from Kamana Street in the future.
