Access to the <br />property is from Kukuau Street and Kapi'olani Street, which are County owned roadways <br />with right-of way widths of1S to 20 feet and 40 feet, respectively. The City ofHilo Zone <br />Map, which identifies future road right-of-way needs in Hilo, designates Kapi 'olani Street <br />as a 60-foot wide right-of-way; therefore, a condition of approval will require the <br />applicant provide a 10-foot wide future road widening strip along the parcelS3 frontage <br />to the County prior to final subdivision approval. To preserve the functional <br />classification of Kapi'olani Street as a secondary arterial, the Department of Public <br />Works recommends that the access at Kapi'olani Street be limited to right-turn in and <br />right-turn out movements only. Limiting access at this driveway may also reduce traffic <br />conflicts for emergency vehicles between the project's Kapi'olani Street access and the <br />Public Safety Complex driveway. <br /> <br />According to the Department of Water Supply, water can be made available to the <br />property via an existing 8-inch waterline within Kapi'olani Street fronting Parcel 53 and <br />from an existing 6-inch waterline within Kukuau Street fronting Parcel 80 for the <br />proposed 1 OO-unit multi-family development. <br /> <br />A County sewer line is located along Kukuau Street fronting parcel 80. A <br />condition of approval will require the applicant to connect to the existing County sewer <br />line prior to the issuance of a Celiificate of Occupancy. Solid waste will be disposed of <br />by commercial haulers or individual homeowners into an approved landfill. On-site <br />recycling bins for aluminum, glass, plastic and paper will be provided to residents by the <br />applicant. <br /> <br />Telephone services are available to the property. According to HELCO, off-site <br />electrical distribution systems will need to be upgraded and on-site distribution systems <br />will need to be installed by the applicant in order to provide electrical services to the <br />project. Police services are located adjacent to the properties, across Kapi'olani Street. <br />Fire services are located in downtown Hilo. Medical services are available at Hilo <br />Medical Center. <br /> <br />The request is not contrary to Chapter 205A, Hawai'i Revised Statues, <br />relating to Coastal Zone Management Area. The subject property is located over a 12 <br />mile from the shoreline and is not in the Special Management Area. Thus, the property <br />will not be affected by coastal hazards and beach erosion. There are no identified <br />recreational resources, public access to the shoreline or mountain areas, scenic and open <br />space preserves, coastal ecosystems, marine resources or other natural and environmental <br />resources on the subject property. <br />
