Construction of <br />the multiple-family residential complex is proposed to begin one year after receipt of <br />Final Plan Approval and is estimated to cost $8 million. Depending on market <br />conditions, the units will be sold and/or rented. <br /> <br />The change of zone request from RS-7.5 and RM-l to RM-1.5 will conform <br />to, among others, the Land Use and Housing elements and Land Use Pattern <br />Allocation Guide (L UP AG) Map of the General Plan. In order to consider an area for <br />any type of zoning designation, the applicable goals, policies and standards of the General <br />Plan must be adequately addressed. It is only through such a comprehensive policy <br />analysis approach that evaluations and decisions can be made to better time and stage <br />developments to achieve growth determined by the General Plan and related planning <br />documents. The implications of these evaluations and decisions must be also considered <br />as they may have an impact on similar areas in the County. The LUP AG Map, which <br />establishes the basic urban and non-urban foml for areas within the county, designates the <br />subject property as Medium Density Urban which allows for single-family and multiple- <br />family residential uses with an overall density of up to 35 units per acre as well as village <br />and neighborhood commercial uses. The applicant's proposal to develop 100 multiple- <br />family residentialllnits on approximately 5.05 acres would be well below the maximum <br />density of 35 units per acre allowed with the Medium Density Urban designation. <br /> <br />The proposed development will support the goals of the Housing element for the <br />South Hilo district by providing housing for those individuals that prefer not to live in or <br />can not afford single-family dwellings, such as low and moderate income earners, college <br />students and the elderly. Much ofthe multiple-family housing stock that exists in Hilo is <br />aging and in need of repair or renovation. Additionally, the request supports the goals <br />and policies of the Land Use element in that the proposed project is located in close <br />proximity to services in downtown Hilo and adequate infrastructure is available to serve <br />the project. Based on the above, a change of zone to the RM-1.5 district classification is <br />appropriate in this area and the request is consistent with the General Plan. <br />
