<br />RBoschettiREZ. n~c-9/22/09 <br /> <br />COUNTY OF HAW AI'I PLANNING DEPARTMENT <br />RECOMMENDATION <br /> <br />GIAMPAOLO "PAUL" BOSCHETTI <br />CHANGE OF ZONE APPLICATION (REZ 09-103) <br /> <br />Upon careful review of the request against the guidelines for granting a change of zone, <br />the Planning Director is recommending that a favorable recommendation for the Change of <br />Zone request from Single-Family Residential-7,500 sq. ft. (RS-7.5) and Multiple-Family <br />Residential-l,OOO sq. ft (RM-l) to Multiple-Family Residential-l,500 square feet (RM-1.5) <br />be forwarded to the County Council. Since this recommendation is made without the benefit <br />of public testimony, the Director reserves the right to modify and/or alter this recommendation <br />based upon additional information presented at the public hearing. This favorable <br />recommendation is based on the following findings: <br />The applicant requests a change in zoning from RS-7.5 to RM -1.5 for <br />approximately 4.68 acres and RM-1 to RM-1.5 for approximately 0.37 acres ofland in <br />order to development of a 100-unit, four-story multiple-family residential complex <br />consisting of six structures which will house two-bedroom units (of approximately 1,311 <br />sq. ft ofliving area), one-bedroom units (of approximately 877 sq. ft ofliving area), and <br />studio units (of approximately 709 sq. f1. ofliving area), a swimming pool and pool <br />house, on-site parking areas and landscaping. The applicant states "the availability of <br />multiple-family living housing inventory in the South Hilo Region is limited. With <br />continued urban growth, mobile populations and rising costs ofland and improvements, <br />the proposed project will fill a need in the socio-economic housing mix." Construction of <br />the multiple-family residential complex is proposed to begin one year after receipt of <br />Final Plan Approval and is estimated to cost $8 million. Depending on market <br />conditions, the units will be sold and/or rented. <br />The change of zone request from RS-7.5 and RM-l to RM-1.5 will conform <br />to, among others, the Land Use and Housing elements and Land Use Pattern <br />Allocation Guide (LUP AG) Map of the General Plan.
