REQUEST: <br />Resolution authorizing the payment of funds of a later fiscal year and of more than one fiscal year for a multi- <br />year contract for greenwaste operations in West Hawai'i and East Hawai'i. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The current contract for greenwaste operations is about to expire. The annual cost for this contract is <br />approximately $1,800,000.00. The County intends to issue an RFP to continue these services at the current <br />greenwaste site at Hilo Landfill and to move the Kailua -Kona Greenwaste site to Pu'uanahulu. Through <br />research of the industry, we have determined that a multi -year contract is necessary to enable return on <br />investment, and a 5 year contract will provide the best opportunity for cost - effective greenwaste operations. <br />The new RFP will also allow options for acceptance of other organic materials like biosolids, paper, food, etc <br />if and when funds for these services are available (to date, responses to composting RFPs have not been <br />affordable).
