Comm. 784: AN ORDINANCE AMENDING CHAPTER 7, CIVIL DEFENSE, ARTICLE 2, AND (Bill 239) AMENDING CHAPTER 29, WATER USE AND DEVELOPMENT, OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO COUNTY WATER SPIGOTS (removes Section 7 -8 from Chapter 7, Civil Defense, and adds a new Article to Chapter 29, Water Use and Development Plan, entitled "Article 2. Public Spigots." The new article provides for the maintenance of public water spigots by the Department of Public Works, regulates the use of water spigots by setting the maximum number of gallons taken per occasion to 250, reserves one spigot for users drawing 55 gallons or less, provides for Civil Defense to take jurisdiction and control access to the spigots in an emergency, and assigns a penalty for violation at not more than $1,000 or imprisonment for not more than 30 days) From Councilmember Guy Enriques, dated April 7, 2010, transmitting the above bill.
