<br /> The Committee on Public Safety and Parks and Recreation, to which was referred Bill No. 210,
<br /> reports as follows:
<br /> Bill No. 210, transmitted by Council Member Brenda J. Ford, via Communication No. 709.4,
<br /> dated March 4, 2010, is an ordinance amending Chapter 7, Civil Defense, Article 2, of the
<br /> Hawai`i County Code 1983 (2005 Edition, as amended), relating to emergency water spigots.
<br /> This ordinance will regulate the use of emergency water spigots, adds and corrects definitions,
<br /> removes section 7 -8 on water hauling charges, establishes that non - emergency use of spigots is
<br /> for residential use only, delineates actions that are prohibited, set the maximum number of
<br /> gallons to be taken per occasion at 500 gallons, and assigns an appropriate penalty for violations
<br /> at not more than $500 or imprisonment for not more than 30 -days.
<br /> Communication No. 709.1, dated February 18, 2010, was transmitted by County Clerk Kenneth
<br /> G. Goodenow, as a housekeeping recommendation due to the inadvertently omitted words from
<br /> the end of the definition of "Impending disaster." This amendment does not change the bill or its
<br /> purpose.
<br /> Communication No. 709.2, dated February 22, 2010, was transmitted by Dennis "Fresh" Onishi,
<br /> Chairperson of the Committee on Finance, waiving Bill No. 210 to full Council for
<br /> consideration.
<br /> Communication No. 709.3, dated March 3, 2010, was transmitted by Council Member Guy
<br /> Enriques, providing a water spigot update, and stated that discussion with the Department of
<br /> Water Supply, Civil Defense, Department of Public Works, and Hunter Bishop, the Mayor's
<br /> representative with regards to updating the County's guidelines and procedures for the Water
<br /> Spigot Program are taking place.
<br /> Communication No. 709.3, transmitted by Council Member Guy Enriques, (no date specified),
<br /> relating to water spigot update for District 6.
<br /> On March 3, 2010, Bill No. 210 was amended to Draft 2 by the full Council via Communication
<br /> No. 709.1. Pursuant to council discussion, the Council voted to refer Bill No. 210, as amended
<br /> to Draft 2, back to the Committee on Public Safety and Parks and Recreation.
