The applicant requests the following: <br /> • State Land Use Boundary Amendment from the Agricultural to Urban District for <br /> 12.737 acres. Approximately 3.473 acres will remain in the Agricultural district. <br /> • Change of Zone from an Agricultural (A -20a) to a Single Family Residential (RS- <br /> 15, RS -10, RS -7.5) and Open for 18.38 acres. According to the site plan, the <br /> proposed change of zone is as follows: <br /> • Area 1 - A -20a to Open, .53 acres <br /> • Area 2 - RS -7.5 to Open, .397 acres <br /> • Area 3 - RS -7.5 to RS -10, .99 acres <br /> • Area 4 - A -20a to RS -10, 6.191 acres <br /> • Area 5 - A -20a to RS -7.5, 1.805 acres <br /> • Area 6 - RS -7.5 to RS -15, .783 acres <br /> • Area 7 - A -20a to RS -15, 4.741 acres <br /> • Area 8 - A -20a to Open, 2.943 acres. <br /> The proposed Open designated area is to remain as open, natural space with no intention <br /> for its use for active or passive recreational purposes. <br /> The applicant is proposing to continue the development of the affordable housing <br /> project which began with the construction of Phase I of the subdivision in June, 2009. <br /> Twenty -four (24) single - family residential parcels were created in Phase I, 19 additional <br /> units will be created upon the approval of Phase H. With this request, the applicant is <br /> proposing to develop Phase III of the Kumakua Affordable Housing Project consisting of <br /> approximately 45 lots for a total of 88 lots across all three phases. Approximately 60% of <br /> the units (53) are projected as self -help single - family dwelling units marketed to families <br /> earning less than 80% of the median family income and the balance of the units (35) will <br /> be marketed to families earning more than 80% of the median family income. <br /> The reclassification action would conform to the following goals, objectives <br /> and/or policies of the housing element articulated in the Hawaii State Plan: The <br /> request would be consistent with the following goals, objectives and/or policies <br /> articulated in the Hawaii State Plan as it will provide greater opportunities for Hawai`i's <br /> people to purchase or rent an affordable home in an area in which housing has become <br /> scarce and costly. <br />
