Y <br /> The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 3 <br /> • Greater opportunities for Hawai`i's people to secure reasonably priced, safe, <br /> sanitary, livable homes located in suitable environments that satisfactorily <br /> accommodate the needs and desires of families and individuals, through <br /> collaboration and cooperation between government and nonprofit and for - profit <br /> developers to ensure that more affordable housing is made available to very low -, <br /> low -, and moderate - income segments of Hawai`i's population. <br /> • The orderly development of residential areas sensitive to community needs and <br /> other land uses. <br /> • Effectively accommodate the housing needs of Hawai`i's people. <br /> • Increase homeownership and rental opportunities and choices in terms of quality, <br /> location, cost, densities, style and size of housing. <br /> • Promote design and location of housing developments taking into account the <br /> physical setting, accessibility to public facilities and services, and other concerns <br /> of existing communities and surrounding areas. <br /> The reclassification action would conform to the following goals, policies and <br /> standards of, among others, the Land Use and Housing Elements of the General <br /> Plan. The Urban District request would be consistent with the goals, polices and <br /> standards of the Land Use - Single Family Residential and the Housing Elements of the <br /> Hawai`i County General Plan by creating affordable residential housing opportunities and <br /> increasing the housing supply for residents of the North Kohala district. <br /> The Land Use Pattern Allocation Guide (LUPAG) Map component of the General <br /> Plan is a representation of the document's goals and policies to guide the coordinated <br /> growth and development of the County. It reflects a graphic depiction of the physical <br /> relationship among the various land uses. The LUPAG Map establishes the basic urban <br /> and non -urban form for areas within the County. The proposed request conforms to the <br /> LUPAG Map, which designates the property as Low Density Urban and allows for single - <br /> family residential, with ancillary community and public uses, and neighborhood and <br /> convenience -type commercial uses and the overall residential density may be up to six <br /> units per acre. The applicant is proposing to develop an affordable housing project with <br /> single family dwellings, and the project will help to satisfy the demand for much needed <br /> affordable housing in North Kohala and facilitate the development of urban activities <br />
