BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> New technologies in computing, sensing, and communications, commonly referred to as intelligent <br /> transportation system (ITS) technologies are being implemented nationwide to address traffic congestion, <br /> transportation system security and safety, and transportation inefficiency and loss of productivity. ITS <br /> technologies have been developed as a collection of interrelated user services to address the nation's <br /> surface transporatation problems. As of May 2007, thirty -three user services nationwide have been <br /> identified and development is ongoing. <br /> The County of Hawaii Traffic Division will implement ITS in Hawaii County to improve the efficiency of ground <br /> transporation by providing user services that include technologies to enhance traveler safety and <br /> convenience, improve traffic flow, reduce fuel consumption and travel times, and support emergency <br /> response and Civil Defense operations. In an effort to properly plan the ITS system to meet the specific <br /> needs of Hawaii County, an ITS Strategic Plan was completed in December 2008. <br /> To fully maximize the potential of ITS, compatibility between participating agencies is critical. The purpose of <br /> the subject grant is to meet the Federal requirement that all ITS applications meet the established National <br /> ITS Architecture and support coordination and cooperation among participating agencies. The objectives of <br /> this ITS architecture project include creating a foundation for future ITS deployments that relate to traveler <br /> information and data sharing, defining future functions of ITS, meeting federal requirements related to ITS <br /> architecture, and drafting MOU /MOA documents needed to move forward. <br /> � <br /> SIGNED: DATE: <br /> sI G c., <br /> Department Head <br /> 11 <br /> t <br />
