However, the amendments contained in Bill 194 included the removal <br />of the word "Preliminary" from the village center boundary symbol's description. <br />This incorrectly suggests that the boundaries shown on the maps in Figures 5 -1 <br />through 5 -11 are fixed. While this interpretation is clearly incorrect and <br />inconsistent with the language in Sec. 5.2.2 Criteria for Proposed Locations and <br />Boundaries to wit: <br />"The maps toward the end of this chapter indicate the suggested locations <br />for the village centers in greater detail, based on the following criteria:... " <br />and <br />"The maps shown in this chapter are not meant to be precise or strictly <br />interpreted, but rather as guidelines in the preparation of rezoning requests for <br />areas within or adjacent to regional town centers, community village centers, or <br />neighborhood village centers." (Emphasis added) <br />The Planning Director agrees with the proposed amendment labeled Exhibit 1 <br />attached hereto. <br />2. Amendment proposed by PCDP AC to amend the language in several areas of <br />the CDP, correct spelling errors throughout the CDP and to alter the formatting in <br />certain locations of the CDP. <br />All of the proposed language changes consist of the simple rephrasing the existing <br />language to provide greater clarity or adding language for the same purpose that <br />does not alter the meaning, force or intent of the original language. In one <br />instance (Sec. 4.2.2e of the PCDP) the entire Item e is being deleted since it <br />repeats Sec. 4.2.3b.3). (See Section 11 of Exhibit 2) <br />Review by staff support for the Puna CDP discovered numerous additional <br />spelling and punctuation errors in both the originally adopted version of the Puna <br />CDP and the Bill 194 amending version. Most of these errors appear to have been <br />typographical in nature or having to do with the correct spelling of Hawaiian <br />words and names. <br />The extensive use of bullets in the Puna CDP makes accurate referencing to <br />specific goals, objectives and actions articulated in the CDP difficult.
