Medium Term ([2012] 2013 -2017) <br />[-1 1) <br />[ -1 <br />[-1 <br />Increase capacity on Highway 130 between the Kea'au Bypass road and 'Ainaloa <br />Boulevard, utilizing the results of the study of highway safety alternatives <br />described above; <br />Construct [an exit] a right exit lane on Highway 11 below Kea'au Agricultural <br />lots to Kea'au Village using the existing Old Volcano Road right -of -way; and <br />Create a right hand turn lane from Highway 132 onto Highway 130." <br />SECTION 14. Chapter 4, section 4.5 (Non- Motorized Travel and Scenic Byways), <br />subsection 4.5.3 (Actions), of the Puna Community Development Plan (as amended), is amended <br />by amending paragraphs (e) and (f) to read as follows: <br />"e. Complete surveys, acquisition of right -of -way, maintenance agreements, planning and <br />design, and construction for multi - purpose trails, including: <br />Old Volcano Trail, extending between points near Volcano and the Puna Railroad <br />Bikeway; <br />Railroad Avenue (portions of which are known as Railroad Right -of -Way), <br />extending between points near Kapoho and Pana`ewa; <br />Old Puna Trail (portions of which are known as Old Government Road or Beach <br />Road), extending between points near Kapoho and Hilo; and <br />All coastal trails. <br />Trails may also be used as emergency access routes, where appropriate. <br />f. Improve Highway 137 (Red Road) as a scenic corridor by: <br />[-]D <br />Requiring a 15 -foot easement along the frontage of private properties along the <br />corridor within which native and mature trees of non - invasive species must be <br />retained, unless they are in poor health due to natural conditions, not due to <br />malicious acts, and/or pose a threat to public health and safety; <br />Preserving Mango, Kamani, and Monkeypod groves and tree tunnels; <br />Providing property tax relief to owners who maintain the easement in the manner <br />intended and State tax credits to those who replant easements with non - invasive <br />plant material approved by the County; <br />Adding interpretive markers and small visitor parking areas at historical sites, <br />such as the two Kehena sites listed in the General Plan; <br />Providing pullouts along the highway at intervals so that travelers can stop to <br />enjoy the scenery without conflict with traffic in travel lanes; <br />Delineating and maintaining physical access to the shoreline at appropriate <br />locations on the makai side of the road; <br />Minimizing tree pruning by using special, shielded cable for overhead utility lines <br />or by undergrounding sections of the line; <br />Minimizing excessive lighting by limiting street lights to major intersections and <br />informing residents along the corridor about how to reduce illumination of <br />driveways; <br />10 <br />
