Bi11178 /Comm. 555 <br />BWinegarREZ- 12/6/11 <br />COUNTY OF HAWAII PLANNING DEPARTMENT <br />BACKGROUND REPORT <br />THOMAS WINEGAR AND SUSAN FURCHGOTT <br />CHANGE OF ZONE APPLICATION (REZ 11 -147) <br />THOMAS WINEGAR AND SUSAN FURCHGOTT have submitted an application for <br />a Change of Zone from a Single - Family Residential — 10,000 square feet (RS -10) to a Multiple - <br />Family Residential — 3,000 square feet (RM -3) zoning district for approximately 42,660 square <br />feet of land. The subject property is located on the east side of Kino`ole Street, approximately <br />400 feet north of West Ohea Street, Waiakea Homestead Houselots, South Hilo, Hawaii, <br />TMK: 2 -2- 038:017. <br />PROPOSED ACTION <br />1. Applicant's Request: Change the zoning district from Single - Family Residential — <br />10,000 square feet (RS -10) to Multiple- Family Residential — 3,000 square feet (RM -3) for <br />42,660 square feet of land. According to the Zoning Code, the purpose of the Multiple - <br />Family Residential zoning district is to provide for medium and high density residential <br />use. It covers areas with full community facilities and services, and may occupy <br />transition areas between commercial or industrial areas and other districts of less intense <br />land use. Requirements for establishing a land use in the RM district, including a list of <br />the variety of permitted land uses, are shown in Section 25 -5 -30 to 38 of the Zoning <br />Code. (P.D. Reason for Request: The applicants are requesting the change of zone in order to allow <br />the construction of a fourteen (14) -unit apartment complex to provide housing for <br />students attending the University of Hawaii at Hilo.
