STATE AND COUNTY PLANS <br />4. State Land Use District: Urban. <br />5. General Plan LUPAG Map Designation: Medium Density Urban. <br />6. Current County Zoning: Single - Family Residential — 10,000 square feet (RS -10). <br />7. Hilo Community Development Plan: The Hilo CDP adopted by Resolution No. 1 <br />effective May 21, 1975 designates this area as RM -4. <br />DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br />8. Subject Property: The property is 42,660 square feet in size, rectangular in shape and <br />gently sloping with an 8 -foot drop off from Kino`ole Street. Structures on the property <br />include an abandoned single - family dwelling built in 1923 and animal cages that are in a <br />state of disrepair. The remainder of the property is heavily overgrown with trees, vines, <br />shrubs and herbs. <br />9. Surrounding Land Uses /Zoning: Immediately surrounding lands are zoned RS -10 and <br />primarily consist of single- family dwellings. The adjacent property to the northeast is <br />zoned RM -4 and developed with a duplex residence. The University of Hawai`i at Hilo <br />and Hawai`i Community College campuses are located within one half mile of the subject <br />property. Other nearby properties that have recently been rezoned to Multiple - Family <br />Residential (RM) includes: <br />• TMK: 2 -4- 001:116, approximately 600 feet northwest of the property, Ordinance <br />No. 09 18 effective February 18, 2009, from RS -10 to RM -1.5. <br />• TMK: 2 -2- 026:024, approximately 1,500 feet northwest of the property, <br />Ordinance No. 06 156 effective December 7, 2006, from RS -10 to RM -1. <br />10. Flood Zone: Zone X, an area determined by FEMA to be outside the 500 -year flood <br />plain. <br />11. Flora/Fauna Resources: A biological reconnaissance of the property was conducted on <br />September 18, 2011. The survey found no rare, threatened or endangered floral or faunal <br />species on the property, but recommended against removing or disturbing vegetation <br />during the months of May through August in order to avoid impacts to any roosting <br />endangered Hawaiian hoary bats which are difficult to detect, and during the months of <br />-2- <br />
