Kuba Chief Engineer County Of Hawaii Department Of Public Works County Of Hawaii Regarding safety and liability issues at my property(TMK-2-038:18). I spoke with Mr.Simeon about installing No Parking signs(vehicle will be towed)in front of the Road side Improvement #STP0100(059).Mr.Simeon also informed me that no parking strips would be painted on the road side between the Chong property driveway to my drive way.I am requesting this work be done because when vehides are parked on the road shoulder by the guard rail,the line of sight is gone turning left out of my drive way toward Puainako Street.This is a major liability if am involved in an automobile accident.Please have Mr.Simeon contact me with the contact information for the State Dept.of Transportation regarding my road side request.I understand how busy you are with all of these road side improvement projects. Regarding safety and liability in my yard.I am requesting 3 more loads of Black Cinder Soil Mix delivered to my property from Sanford.I now have a sink hole that is slowly becoming larger.I do not know how many more will appear when I dig holes to re-landscape.During the excavation of the sub-soil and the hammer drilling to bring back friability to the soil the operator found some very soft areas and drilled deeply in those areas for better drainage. I applied 500 pounds of Gypsum Prills to the entire area to enhance sub-soil friability and drainage before the Cinder Soil Mix from Sanford filled the hole.I do not know how much sub-soil was put in the Puna side of the hole.The mixing of the sub-soil and Sanford material may cause sink holes as the material settles.No sub soil was to be put back in the damaged area just the Sanford material. Mr.Simeon asked me why I did not want the area in question compacted.That would have once again dosed up the sub- soil strata. Due to the natural water course being changed so now the water floods into my property from the Chong property I had to build a hillock and bury roofing tin along the fence line to prevent water entering my property. Another factor that shows the natural water course has been changed by this roadside improvement is the fact that the weep hole by the property pin between the Chong property and my property is now 12-18 inches below the soil surface. This is why I am requesting 3 truck loads of material.The material will settle naturally.Seep holes will not occur.
