On November 23, 1994, Hawaii County Ordinance 94-123 was passed and the provisions of the Model Energy Code were adopted for the Hawaii County Building Code. Experience with implementation of the Model Energy Code to date has been positive. The attached bill to amend the Code is submitted in the interests of further facilitating code adherence, clarifying certain code provisions and correcting editorial errors in the text of the code. A brief description of the substantive amendments is also attached. The proposed amendments have been developed through a series of meetings between staff of Hawaii County Building Division, DBEDT Energy Division staff and the consultant to DBEDT on the Code, Charles Eley Associates. In addition, Big Island architects and design engineers have contributed to the wording of these amendments which were discussed in a January 29, 1996, meeting. In July, notice of the proposed amendments was mailed to twelve local architects and design professionals who have provided input concerning the energy code in the past,. including the president of the local chapter of the American Institute of Architects. It is hoped that the HSPW Committee will see fit to consider this bill to amend the Hawaii County Building Code.
