ATTACHMENT 1 <br /> <br /> The following are brief discussions of the amendments <br /> <br /> proposed in the attached bill concerning the Hawaii Model <br /> Energy Code: <br /> SECTIONS 1, 5 & 10 all relate to the closing of a loophole <br /> <br /> whereby shell buildings, speculative buildings and <br /> <br /> warehouses can be constructed and later improved to uses <br /> such as retail or office space without the need to upgrade <br /> the building envelope or lighting systems to meet the code <br /> requirements for the new use. <br /> SECTION 2 exempts moved buildings and factory built <br /> structures, including trailers and containers, from the <br /> provisions of the Code. (SECTION 3 provides a definition <br /> for 'factory built structures'.) <br /> SECTION 4 requires professional certification that plans <br /> conform to the provisions of the energy code. <br /> SECTION 6 amends the Exterior Lighting Unit Power Allowance <br /> for public parking lots. <br /> SECTION 8 eliminates an option to use outdated 1991 values <br /> for Prescriptive Unit Lighting Power allowances, leaving <br /> only the 1993 allowances. It also amends the permitted <br /> value for service establishments in the range of 0 to <br /> 2,000 ftz area. (SECTION 3 provides a definition for <br /> 'service establishments'.) <br /> SECTION 9 eliminates an option to use outdated 1991 values <br /> for Unit Lighting Power Allowances, leaving only the 1993 <br /> allowances. It also amends the permitted values for System <br /> Performance Lighting Power Allowances for classrooms and <br /> reading areas in libraries. <br /> SECTION 11 exempts centrally air-conditioned residences, <br /> R-3 occupancy, from limitations of permitted skylight area. <br /> SECTION 12 deletes requirements for submittal of load <br /> calculations for certain smaller air conditioning systems <br /> and for the replacement of existing A/C systems of the same <br /> or lesser size. <br /> SECTIONS 7 & 13 are editorial, non-substantive, changes. <br /> <br />
