ATTACHMENT 1 The following are brief discussions of the amendments proposed in the attached bill concerning the Hawaii Model Energy Code: SECTIONS 1, 5 & 10 all relate to the closing of a loophole whereby shell buildings, speculative buildings and warehouses can be constructed and later improved to uses such as retail or office space without the need to upgrade the building envelope or lighting systems to meet the code requirements for the new use. SECTION 2 exempts moved buildings and factory built structures, including trailers and containers, from the provisions of the Code. (SECTION 3 provides a definition for 'factory built structures'.) SECTION 4 requires professional certification that plans conform to the provisions of the energy code. SECTION 6 amends the Exterior Lighting Unit Power Allowance for public parking lots. SECTION 8 eliminates an option to use outdated 1991 values for Prescriptive Unit Lighting Power allowances, leaving only the 1993 allowances. It also amends the permitted value for service establishments in the range of 0 to 2,000 ftz area. (SECTION 3 provides a definition for 'service establishments'.) SECTION 9 eliminates an option to use outdated 1991 values for Unit Lighting Power Allowances, leaving only the 1993 allowances. It also amends the permitted values for System Performance Lighting Power Allowances for classrooms and reading areas in libraries. SECTION 11 exempts centrally air-conditioned residences, R-3 occupancy, from limitations of permitted skylight area. SECTION 12 deletes requirements for submittal of load calculations for certain smaller air conditioning systems and for the replacement of existing A/C systems of the same or lesser size. SECTIONS 7 & 13 are editorial, non-substantive, changes.
